National Defence Academy & Naval Academy Examination (I), 2013

Union Public Service Commission (UPSC) has notified the National Defence Academy & Naval Academy Examination (I), 2013, for admission to the Army, Navy and Air Force wings of the NDA for the 131st Course, and for the 93rd Indian Naval Academy Course (INAC) commencing in January 2014.
Exam Centre and Date: The Examination will be held at Agartala, Ahmedabad, Aizawl, Allahabad, Bangalore, Bareilly, Bhopal, Chandigarh, Chennai, Cuttack, Dehradun, Delhi, Dharwad, Dispur, Gangtok, Hyderabad, Imphal, Itanagar, Jaipur, Jammu, Jorhat, Kochi, Kohima, Kolkata, Lucknow, Madurai, Mumbai, Nagpur, Panaji (Goa), Patna, Port Blair, Raipur, Ranchi, Sambalpur, Shillong, Shimla, Srinagar, Thiruvananthapuram, Tirupati, Udaipur, Vishakhapatnam on 14th April, 2013.
Vacancies: The approximate number of vacancies to be filled on the results of this examination will be 355 of which 195 are for Army, 39 for Navy, 66 for the Air Force and 55 for Indian Naval Academy (10+2 Cadet Entry Scheme). Those joining Indian Naval Academy would undergo 4 years B.Tech Course and would be given an opportunity to join Executive and Technical Branches of the Navy subject to availability of vacancies. Vacancies are provisional and may be changed depending on the availability of training capacity of National Defence Academy.
Admission will be made on the results of the written examination to be conducted by the Commission followed by intelligence and personality test by the Services Selection Board (SSB), of candidates who qualify in the written examination.
Eligibility: Applicant should satisfy the eligibility conditions related to Nationality, Age, Sex, Marital Status, Educational Qualifications, Physical standards etc.
Nationality: Applicant must be a citizen of India. Exemptions in this condition are available in the detailed notification dated 22.12.2012 available at http://www.upsc.gov.in/ and also at http://www.upsconline.nic.in/mainmenu2.php
Age Limits, Sex and Marital Status: Only unmarried male candidates born not earlier than 2nd January 1995 and not later than 1st July, 1997 are eligible.
Educational Qualifications:
(i) Army wing of NDA: 12th Class pass of the 10+2 pattern of School Education or equivalent examination conducted by a State Education Board or a University.
(ii) Air Force and Naval Wings of NDA and for 10+2 Cadet Entry Scheme at Indian Naval Academy: 12th class pass of the 10+2 pattern of School Education or equivalent conducted by a State Education Board or a University, with Physics and Mathematics.
Those appearing in the 12th Class under the 10+2 pattern of School Education or equivalent examination can also apply for this examination subject to conditions specified in the Notification subject to submission of proof of passing the 12th Class/equivalent examination in original at the time of attending SSB Interview. Those who are unable to submit it at the time of SSB Interview, must send attested photocopies of such documents to the authorities mentioned in the detailed notification to reach them latest  by 5th December, 2013. Request for extending this date will not be entertained on the grounds of late conduct of Board/University Examination, delay in declaration of results or any other ground whatsoever.
Those who have failed INSB/PABT earlier are not eligible for Air Force. Those appearing in the 11th class exam are not eligible for this examination.
Physical Standards: Applicant must be physically fit according to physical standards for admission to National Defence Academy and Naval Academy Examination (I), 2013 as per guidelines given in the detailed Notification.
Examination Fee: Application Fee is Rs.100/-. SC/ST applicants/Sons of JCOs/NCOs/ORs specified in Note 2 of the Notification are exempted from payment of fee. No fee exemption is, however, available to OBC candidates.
Fee can be paid by cash at any Branch of SBI or by using Net Banking facility of State Bank of India/ State Bank of Bikaner & Jaipur/Sate Bank of Hyderabad/State Bank of Mysore/State Bank of Patiala /State Bank of Travancore or by using Visa/Master Credit/Debit Card.
Application: Application can be submitted only online, at http://www.upsconline.nic.in/mainmenu2.php.  Brief instruction for filling up the online Application Form is given in the Appendix-II of the Detailed Notification. Detailed instructions are available at the website.
Applicant has to specify in the online application form, the Services for which he wishes to be considered in the order of his preference (1 to 4). He may indicate as many preferences as he wishes to opt, so that having regard to his rank in the order of merit, due consideration can be given to his preferences when making appointments. Applicants should note that they will be considered for appointment only to those services for which they express their preferences and for no other service(s). No request for addition/alteration in the preferences already indicated by the applicant in his application will be entertained by the Commission.
All the applicants are required to provide valid & active email i.d. while filling up online application form as the Commission may use electronic mode for contacting them.
Only one application should be submitted. However, if due to any unavoidable situation, if an applicant submits another/multiple applications, then he must ensure that the application with the higher (Registration ID) RID is complete in all respects like applicants' details, examination centre, photograph, signature, fee etc. In such cases, only the applications with higher RID will be accepted and the fee paid against one RID will not be adjusted against any other RID.
Last date for submission of applications: The Online Applications can be submitted up 11.59 pm on 21st January, 2013, after which the link will be disabled.
e-admission Certificate: Eligible candidates shall be issued an e-Admission Certificate three weeks before the commencement of the examination. The e-Admission Certificate will be made available on the UPSC website (www.upsc.gov.in)  for being downloaded by candidates. No Admission Certificate will be sent by post.
Scheme of Examination: Admission will be made on the results of the written examination to be conducted by the Commission followed by intelligence and personality test by the Services Selection Board (SSB), for candidates who qualify in the written examination.
Written examination: The written examination will have two papers, each of 2 ½ hours duration. Mathematics (Code 01) Paper will carry 300 marks while General Ability Test (Code 02; Part A- English (200 marks) and Part B- General Knowledge (400 marks)) will carry 600 marks. SSB Test/Interview will carry 900 marks. In Section B of Paper II, there will be subsections, namely, A- Physics( 25% weightage), B- Chemistry (15%), C- General Science (10%), D- History, Freedom Movement etc (20%), E-Geography (20%) and F-Current Events (10%).
The papers in all the subjects will consist of objective type questions only. The question papers (Test booklets) of Mathematics and Part ‘B’ of General Ability Test will be set bilingually in Hindi as well as English. Each question will have four alternatives. For each question for which a wrong answer has been given by the candidate, one third (0.33) of the marks assigned to that question will be deducted as penalty. If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happens to be correct and there will be same penalty as above for that question. If a question is left blank (no answer is given by the candidate), there will be no penalty for that question. Detailed syllabus is available in the Notification.
Results of Written Examination: UPSC will prepare a list of candidates who obtain the minimum qualifying marks in the written examination as fixed by the Commission at their discretion. Such candidates shall appear before a Services Selection Board for Intelligence and Personality Test where candidates for the Army/Navy wings of the NDA and 10+2 Cadet Entry Scheme of Indian Naval Academy will be assessed on Officers Potentiality and those for the Air Force in Pilot Aptitude Test and for Officers Potentiality. PABT applicable to candidates with Air Force as First choice would also be conducted for all SSB qualified candidates with one of the choice as Air Force subject to their eligibility and if they are so willing.
Two-Stage Selection Procedure: Two-stage selection procedure based on Psychological Aptitude Test and Intelligence Test has been introduced at Selection Centers/Air Force Selection Boards. Intelligence Tests include both verbal and non-verbal, designed to assess basic intelligence of candidates. They will also be put to Group Tests such as Group Discussions, Group Planning, Outdoor Group Tasks and asked to give brief lectures on specified subjects. All these tests are intended to judge the mental calibre of a candidate. In broad terms, this is really an assessment of not only his intellectual qualities but also his social traits and interests in current affairs.
All candidates will be put to stage one test on first day of reporting at Selection Centres/Air Force Selection Boards. Only those candidates who qualify at stage one will be admitted to the second stage/remaining tests. Those candidates who qualify stage II will be required to submit the original Certificates along with one photocopy each of (i) original Matriculation pass certificate or equivalent in support of date of birth (ii) Original 10+2 pass certificate or equivalent in support of educational qualification.
Merit List: To be acceptable, candidates for the Army/Navy/Naval Academy and Air Force should secure the minimum qualifying marks separately in (i) Written examination as fixed by the Commission at their discretion and (ii) Officer Potentiality Test as fixed by the Service Selection Board at their discretion. Over and above, candidates for the Air Force, and all the SSB qualified candidates as per their willingness, eligibility and preference for Air Force, should separately qualify the PABT. Subject to these conditions the qualified candidates will then be placed in a single combined list on the basis of total marks secured by them in the Written Examination and the Services Selection Board Tests.
The final allocation/selection for admission to the Army, Navy, Air Force of the National Defence Academy and 10+2 Cadet Entry Scheme of Indian Naval Academy will be made up to the number of vacancies available subject to eligibility, medical fitness and merit-cum-preference of the candidates.

COURSE - 29 COMMENCING FROM JUL 2013

Applications are invited from unmarried Male Candidates who have passed 10+2 examination with Physics, Chemistry and Mathematics (Hereinafter referred to as PCM) subjects and fulfill the eligibility conditions prescribed in the subsequent paragraphs, for the grant of Permanent Commission in the Army after 4 years of Basic Military Training and Technical Training thereafter with the terms and conditions given in the succeeding paragraphs.

ELIGIBILITY:
(a) Nationality: A candidate must either be : (i) A citizen of India, or (ii) A subject of Bhutan, or (iii) A subject of Nepal, or (iv) a Tibetan refugee who came over to India before the 1st of January 1962 with the intention of permanently settling in India or (v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility is necessary may be admitted to the examination provisionally subject to the necessary certificate being given to him by the Govt before declaration of result by SSB/joining training.

(b) Age Limit: A candidate must not be below 16½ years and above 19½ years on the first day of the month in which the course is commencing i.e. the candidate should not be born before 01 Jan 1994 and not after 01 Jan 1997 (both days inclusive). The date of birth accepted by the office is that entered in the Marticulation or Secondary School Leaving certificate or in the certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. No other document relating to age will be accepted. The expression Matriculation/ Higher Secondary Examination Certificate in this part of the instruction includes the alternative certificate mentioned above.

NOTE 1: Candidate should note only the date of birth as recorded in the Matriculation/ Higher Secondary Examination Certificate or an equivalent certificate on the date of submission of applications will be accepted and no subsequent request for its change will be considered or granted.

NOTE 2: Candidates should also note that once a date of birth has been claimed by them and entered in the records, no change will be allowed subsequently or a subsequent examination on any ground whatsoever.

NOTE 3: Candidates must undertake not to marry until they complete their full training. A candidate who marries subsequent to the date of his application, though successful, will not be selected for training. A candidate who marries during training shall be discharged and will be liable to refund all expenditure incurred on him by the government.
(C) Educational Qualification: Only those candidates who have passed 10+2 Examination or its equivalent with a minimum aggregate of 70% marks in Physics, Chemistry and Mathematics from a recognized education boards are eligible to apply for this entry. Eligibility conditions for calculating % of PCM will be followed as per the present guideliness/ instructions in vogue of various state/central Boards.

VACANCIES: 85
Vacancies are provisional and can be changed depending on the training capacity at the training Academy for this course. The vacancies are subject to increase/decrease keeping the organizational requirement at the point of time.

TYPE OF COMMISSION: On successful completion of 4 years of the course cadets will be granted Permanent Commission in the Army in the rank of Lt.:- 5. Grant of Commission: On successful completion of total 04 years training, the candidates will be commissioned in the rank of Lt. They will be granted seniority on overall order of merit of the three technical institutes combined i.e. CME, MCTE, MCEME and in case the date of commissioning coincides with that of IMA, Dehradun, they will be placed en-block junior to IMA (NDA / ACC / DE Course ) but above TGC / UES course.

TRAINING
Total training will be 5 years, Details as under:
(a) Basic Military Training : 1 year (Officer Training Academy Gaya). (b) Technical Training: (i)Phase-I (Pre Commission Training): 3 Years (CME Pune, MCTE Mhow and MCEME Secunderabad), (ii) Phase-II (Post Commission Training):
1 year at CME Pune, MCTE Mhow and MCEME Secunderabad. (c) Award of Degree: The candidates will be awarded Engineering degree after successful completion of training as given out in para 6 (a) and (b) above. No ante date seniority will be admissible to candidates on account of this Engineering degree.
In case they fail to qualify in the following year examination, the same will result in loss of seniority to them and they will forfiet seniority to the extent of delay in passing Engineering degree examination. If they fail to qualify even within three years of their commissioning, their commission will be terminated.

COST OF TRAINING
The entire cost of training including books and reading material is borne by the Army. Cadets are also provided with free accommodation and messing. In case the GC is withdrawn from training academy due to reasons other than Medical ground or the reasons not beyond his control, he will be liable to refund cost of training @ Rs. 7075/ -per week for the period of his stay at the Officer Training Academy, Gaya/Cadet Taining Wing.
8. The selection procedure is as follows:
(a) Short listed candidates will be called for Services Selection Board (SSB) interview at Bhopal, Bangalore or Allahabad. Interviews will be held in Feb/Mar 2013 onwards. (b) Duration of SSB interviews is five days excluding day of arrival. During their stay at SSB, Candidates are put through psychological Test, Group test and Interviews. (c)Candidates will be put through stage - I of the selection procedure on the first day. Only successful candidates shall be retained for balance of the testing. Candidates who fail to qualify in stage - I, will be returned on the first day itself, Stage I are psychologically originated test including intelligence test. (d) Successful candidates at the SSB will be required to undergo medical test lasting 3 to 5 days less Sundays and gazetted holidays. (e) Candidates recommended by the SSB and declared medically fit, will be appointed for training in the order of merit, depending on the number of vacancies available. (f) The finally selected candidates will execute all the Bonds/Certificates as prescribed for the Cadets of NDA entry under Al 53/78.(g) Candidates appering for SSB interview for the first time for a particular type of commission shall be entitled for AC III tier to and fro railway fare or bus fare including reservation cum sleeper charges within the Indian limits. Candidates who apply again for the same type of commission will not entitled to travelling allowance on any subsequent occasion.

HOW TO APPLY:
Application will only be accepted on line. To do so the candidates needs to click on the “online application” button on websitewww.joinindianarmy.nic.in

(i) Candidates must enter their particulars in the online application. Terms and conditions linked to the form must be read, prior to submitting the form (ii) After submitting the form an acknowledgement with a Roll number will be provided to the candidate. If the system does not generate Roll Number, if is an indication of non acceptance of application by the system.
(iii) After submitting online application, candidates are required to obtain two copies of the application printout and the Roll Number generated by the system. One copy of the print out application duly Signed and affixed photograph attested by a gazatted officer of Central/State Govt. Photocopies of Class 10th Certificate/Mark sheet showing date of birth and 12th Class Certificate alongwith mark sheets duly attested by Gazetted officer are to be forwarded to “Additional Directorate General of Recruiting (Rtg-6), TES Section, West Block-III, R.K puram, New Delhi- 110066”.

The last date of receipt of such printouts of online applications is 10 Dec 2012

While forwarding these applications the words “Online application 10+2 TES and the Roll No.... and PCM %age must be written boldly outside the envelope. The second copy of the printout of application form alongwith the Roll No and all the above certificates in original are to be carried to the Selection Centre by the candidate for the SSB interview. Any candidate who does not carry all these document for the SSB interview, his candidature will be cancelled.

(iv) Candidates must submit only one application, Receipt of multiple applications from the same candidate will result in cancellation of candidature.
(v) ONLINE APPLICATION WILL OPEN ON 06 NOV 2012 AT 1000 HRS AND WILL BE CLOSED ON 03 DEC 2012 AT 1000 HRS.

Note.(a) Any change in your postal address after submission of application must be communicated by post duly quoting your Roll No, name and course opted for.
(b) All original certificates along with two attested copies each Will be carried by the candidate for SSB interview. Originals will be returned after verification at the Service Selection Board itself.

Original certificates should not be attached with the application form. Additional Directorate General of Recruiting, Adjutant General’s Branch, Integrated Headquarters, Ministry of Defence (Army) will not take responsibility for loss of original certificates, if attached with application.
Photo should be pasted and not stapled. Attestation made on the backside of the photo will not be entertained.

IMPORTANT INSTRUCTIONS
(a) The candidate needs to apply ‘on line’ on Indian Army Website www.joinindianarmy.nic.in
The application will be screened at Recruiting Directorate, Integrated Headquarters, Ministry of Defence (Army) and the candidate thereafter will be detailed for SSB, (b) Print out of online application must be accompanied by attested (By a Gazetted Officer of the Central/State Govt/1st Class Magistrate etc.) photocopies of 10th class certificate issued by the Board concerned (CBSE/State Boards/lCSE) in which date of birth is reflected for proof of date of birth (Admit card/Marksheet/Transfer/Leaving Certificate etc. are not acceptable for proof of date of birth) and 10+2 certificate and marksheet for proof of education. Revised marksheets issued by a Board/University after last date of receipt of application will not be accepted for this course, however, the same will be accepted for the subsequent course. (c) While filling up the application form, candidate are required to indicate exact PCM percentage of Class 12th upto two decimals and are not to be rounding off. Any false entry of PCM percentage, detected at any stage of selection will be outrightly rejected. (d) Army Headquarters reserves the right to short list applications and to fix cut off percentage of PCM marks without assigning any reason. No communication will be entertained on this account. (e) Shortlisted candidates will be detailed to undergo SSB interview from Feb 2013 onwards. No compensation will be paid in respect of any injury sustained as a result of test conducted at SSB. All application received late or incomplete will be rejected outright. No intimation will be given to the candidate In writing or verbally to submit fresh application/certificate/ or any other required documents. CHANGE OF INTERVIEW DATES
Request for change of SSB Interview date should be avoided. However, under most unavoidable circumstances, such change may be considered based on the circumstances of the case. This will be an exception rather the rule. Request for such change should be forwarded to Selection Centre from where the call-up letter for SSB interview has been received and not to Additional Directorate General Recruiting. The Selection Centre may permit change of date at their discretion.

REASONS FOR REJECTION OF APPLICATION
(a) Incomplete applications in any respect and/or without copies of requisite certificate(s). Documents submitted at a later stage will not be entertained. (b) Variation in names and spellings as recorded in application/Matric or equivalent certificate not supported by affidavite. Age Limit:  Age Limit for various disciplines are as mentioned below:
Engineering Graduates: Candidates’ Age should be between 20 to 27 yrs.
Military Education Core: Candidates’ Age should be between 23 to 27 yrs.
Military Farm: Candidates’ Age should be between 20 to 27 yrs. Age Relaxation as per Government Rules & regulations.

Qualification:
Engineering Graduates are eligible And Final year students in  Engineering may also apply. For Military Education Core Candidates must possess Post Graduation in first or Second division from a recognized university/Institute/College. For  Military Farm candidates must have Degree in Dairy & Farming.

How to Apply: Candidates need to apply online for Technical Graduate Course on the official website www.joinindianarmy.nic.in. Fill the Application Form properly. Attach the required Enclosures with the duly filled Application Forms and send to the following Address (Howto apply online):
“Directorate general Recruitment(Recruitment 8), TGC Section, Western Section-3, R K Puram, New Delhi-110066”. Candidates for Military Farm & Military Education Core need to send their application by Post.
